Hey quick question regarding the pulleys? As you can see in the video one of the pulleys I have to spin by hand. I imagine this is not normal. Do I have to replace the pulley? Any advice on this problem would be greatly appreciated. The other pulley on the other side spins very freely.

Digger is 100% correct.
I'd replace them while you are at it.
You may get a few more hours out of it, give it a good soak in some WD or penetrant, but it will probably self-destruct soon and take the belt with it.
This is yet another reason why this equipment doesn't like being left out in the elements.
