That is a Brazed built-up area on TOMCAT's heat shield done by previous owner, it appears to be done well. Locomotiveman Tom
 
TOMCAT's pan is solid...no rust or cracks.Coupla coats of paint should be adequate.

Tom - your fender pan looks good from the back side. The battery tray area is notorious for rusty corrosion but best I can see yours looks all there. But overall we seem to be going backward instead of forward. In the pic at the bottom of this string I thought the fender pan was already re-installed.
 
Luckily, TOMCAT came with wheel weights. Now they are purrrty. Locomotiveman Tom

Dismantle and re-assembly twice or 3 times has been helpful.Steering Console/Dash will have to wait. TOMCAT's a runner again. Locomotiveman Tom
