David, your terminology "locked up" is not an explanation we can analyze...Doesn't kick in,won't kick out, won't turn at all...could be mechanical or elec...??
The clutch will not disengage and there is no way to turn it off. With the belt off and no power to it it is very had to turn the clutch by hand and you can hear some grinding like noise inside.
 
I'm in Cleveland Ohio and just put a lot of time and money into the tractor and took it out to do some mowing and the clutch locked up. Any suggestion?
IF your lucky, you can take it off/apart, clean things up and reset the air gap and be good to go. Link below to do that.

OR, if your not so lucky, you can replace the bearing with a little work.

Or you can just replace it, I have aftermarket and New Old Stock.

David, it does sound like a bad bearing ..but before you remove it would be good to test input wire to be sure you were getting 12 v at the clutch..
The bearing on the pulley is locked up will not move at all. So that is the core problem I need a bearing.

After getting the entire mechanism dis-assembled everything else appears to be worn but still usable except there is a short sleeve that slides on the engine output shaft before you put the coil back on. It looks to be severally worn on one end.

The magnet seen to be OK So at minimum I need that from bearing do you have that? Also the facing on the coil is worn so it might be a good idea to replace that as well even though it works.
 
I took the old bearing to an auto parts store (Car Quest) locally, they matched it up, no problem.
Look for the #'s on the old bearing, should not be an issue finding one. Try the Bay first, found all mine for a 374 Haban build there last year
 
You are seeking a 6206-2RS double sealed ball bearing

The pricing starts under $10 to as much as you are willing to spend depending on the quality of the bearing. I would not cut corners on it to save a couple of bucks.
