Today while installing a Sleeve Hitch on my CC782 I realized that there is no power down. The hydraulics lift the plow or mower up, but gravity lowers the implements.

It looks like the lifting arm has a hole it it that could be attached to the hydraulic ram and afford down force.....is this accurate?
 
Yes. There's a pin that was an option that could be installed that would allow down force. Here's a link to some info on it:

82 series is a bit different...even simpler, there's a bolt that gets installed in a hole in the rockshaft arm/tab to connect it to the bracket that the hydraulic cylinder is connected to. 82 series service manual should have an explanation of it.
