Is this a suggested preliminary setting for this spring arrangement? Which holes to use?
 
Section 6 in the kohler service man gives guidance on this, they show 3rd hole from bottom on the arm attached to gov. and 1st or 2nd hole on the throttle cable arm to start with and then tweek as needed depending how the gov is acting too sensitive /or not sensitive enough to the changing demand of the load on the engine ! Mine works best on 3rd from bottom and 2nd from top !

Yup, 3rd from the bottom of the Governor arm and 2nd from the top of the throttle cable arm.
