My neighbour has problems starting his tractor even after replacing the starter and battery. Even connecting a battery direct to the starter and boosting with a car it's still very slow, in fact it stops after about one revolution of the engine. It has a Briggs 18.5 hp ELS500. He says after it has been running it's no problem to start. Do these have a compression release valve for starting?
