GT 3100 PTO problem

I have a GT 3100 - when pulled PTO to get blades turning- was very slow to start turning. Had to ride forward and pull out several times. Replace PTO switch- didn't help
Any ideas to fix? Maybe in seat switch or adjustment or forward pedal ? Thanks new to Forum- though not to Cubs...

Are the blades slow to turn? How old are the pto belts?

When they first start to spin may be a little slow- but then quickly get up to normal speed
