If that is/was the engine oil, you might have to run it for several minutes, then change it again to remove as much moisture as possible.
 
This should be a cautionary tale to show why tractors should never be left out in the elements. My 1711 was left outdoors for several years. It needed every single electrical part due to corrosion.
 
People got money to burn apparently. Just let em rot...lol thats how we get em Cheap. but hafta put $$ into them. My new electric fuel pump lasted 20 min today, Just Called store and said no warrenty ..
 
That is in case the float needle stays open. It is a over flow drain. There should be a plastic hose going to it and exits below the engine.
