In regards to removing those balance gears, when I tried to remove the balance gears from my ol' Kohler, I WAS able to find my lock ring pliers - BUT - my pliers weren't long enough for me to be able to reach the C-clips with the rest of the rotating assembly intact. I have a hunch that you will either need to locate & use some long reach lock ring pliers or you'll have to remove other parts from the crankcase before you can get to the C-clips that retain those balance gears.

Maybe you could just screw a big-headed screw into your drilled air filter cover. When you want/need to do some spray, just remove the screw and insert your WD-40 tube....?

When I put my pto clutch on I had 2 broken tabs on the disk and cant afford new ones right now do you think it will be a problem?

I have thought about that. I am going to take the engine down to my nephews tomorrow. He and his mechanic say they have a good selection of ring pliers. I've never heard it stated but I assume the "disassembly" of the second gear is just to reduce its size a little to get by the counter balance on the crank. I've noticed in several pics that the gears weren't totally destroyed, just the webbing removed. I guess I'll know this time tomorrow.

You'll be fine, I've run with at least 3 broken (or partially broken) tabs.. Run it 'till you got the money, Charlie'll still have some in stock

I'd be interested in just what is worn on the balance gears - are they loose on the shafts, like worn bearings, or ??? Just curious...

The one you can get to is very loose on the shaft. I looked for needle bearings but haven't found any yet.

ok, but i have no throttle control when the engine is running. the throttle cable pushes the governor arm which moves the throttle on the carb, correct?
there has got to be something i am missing here. I will have to post the videos of it running.

that is where the spring was before i started moving it.
tractor stalls when the governor engages, i am trying to adjust the governor.
 
lets try it this way, if your 128 stalled when you hit a patch of tall grass, you knew the grass was not too tall, you heard the governor start to raise the RPM's, then the tractor stalled, what would you guys check first?
would you try to adjust the governor spring?
 
Frank, when you grab the gov. arm (at the top) and move it, with the engine off, there is no resistance. With the engine running there is. I'm probably not explaining it well. That arm should push against your hand and push harder the more RPM you try to give it.
The only thing I see in your video I would question was mabey the amount of throttle (the throw) you have adjusted on the throttle cable. That could just be me. Have you checked the RPM's? I saw a tang break off the gov. shaft once, and the Gov. gear itself can just break. You understand the Gov. gear is the first thing installed when rebuilding an engine and the last thing out when tearing one down.
