That clear plastic film was likely the remnants of the adhesive layer that held it on. That would be normal. I would absolutely change the filter if you are in there. A plugged filter has the potential to wreck the hydro unit.

Justin, the drawing for the add on "Charge Indicator" is dated 1965, so it appears that it was introduced for the 70/100 series.

Charlie....at least it doesn't have plastic hoods anymore....biggest mistake MTD made was introducing those cyclops hoods!
