Is this 42in mower deck quick release suppose to have this shim plate underneath it?

At least one should be in backwards so the old grease can escape when the spindles are greased. They are both in backwards in that cross section view, but if it were mine, I'd put the top one in "correctly" and the bottom one in backwards so the old grease takes the path of least resistance out the bottom. Otherwise it'll get slung everywhere on top of the deck and could get into the belts, and will just generally make a mess.

The later spindles that use tapered roller bearings and two seals are like this, with the bottom seal in backwards.
