Harvey: According to my reading of the schematic, the (Front) PTO for your tractor gets it's power from (in order):

1. The Reverse Relay
2. The Seat Switch (Normally Open)
3. The Reverse Switch (Normally Closed)
4. The PTO Switch (One Pole of Two in the switch)
5. The Ignition Switch

The PTO switch itself probably includes a momentary contact as Roland Bedell has diagrammed:

I would check to see if the Seat Switch is working first, before trying to track the problem back through to the key.
