2005 RTZ 42 stalling, starving for gas

I have an old RTZ 42" with the 17 HP Intek B&S engine and it has suddenly started starving for gas at full throttle and the blade engaged. I have replaced the fuel pump. the fuel filter and the carb and the issue continues. I have also replaced the hose between the fuel pump and the oil dipstick tube. Just looking for any suggestions, because I have no idea what else it could be. I can see that there is very little gas in the fuel filter.

What does the trouble shooting section of the manual say?

FYI, in the end there was a blockage in the brass fitting that comes out of the fuel tank.
