It's a spring-loaded device designed to do exactly what it sounds like- assist you in using the manual lift on your Cub. Essentially it's a spring designed to help you raise/lower a heavy implement more easily.
IIRC there's a Brinly version and an IH Cub Cadet version, I think the Cub version has a stronger spring
