My surging experience is:
air leaks are #1 cause . make sure the carb did not come loose from the engine and gaskets are intact make sure the intake is not loose at the cylinders
#2 cause, check the carb bowl for sediment or water. if you have either, change the filter and get the water out.
I have had pumps fail but I have never had surging from that_others may have a different experience.
 
I had similar experience with Kawasaki engine. I replaced fuel filter a couple of time and it run great for 2-3 mowing, then did the same. I replaced fuel line and filter again also fuel pump and cleaned tank. Same results. I finally replaced the carburetor and it has run great for the past year..may just need a really good cleaning.
