The battery is good.
Ran fine last Fall when put up.
BUT, when I turn the key, it only "clicks" 1 time faintly..Does NOT TURN OVER AT ALL.
I can turn it over from the top of the motor.
Is there a voltage regulator that could be bad?
Could it just be the starter?

Do you have 10.5 to 12 volts going from the key to the starter solenoid? Its not unheard of for the key switch contacts to go bad or the solenoid to a little weak and start using a little more amperage, taking out the key switch contacts. Just a thought. Hope you get it running.
 
How Do you know the battery is good? Sounds like a plain old dead battery. Jump it with car first before you go any further......

Also check for loose battery cable connections.

Sounds like the classic solenoid issue. Used to happen on cars and trucks as well.
