So I know that to the left is Glow Plug, Straight up is Off (electrical, not the engine), right is ON, but what is far right? The owner's manual indicates that as start, but on mine it does nothing, and instead has a start button. Is the start button a PO modification? I have noticed that when far right, there is an electrical draw (looking at ammeter), but I don't know what it is doing, or trying to do.

Hugh, hmmmm, I don't see a separate push button Start switch...

Left is glow plugs ,straight up is off, next right is the run position where you should hear the fuel pump running and hard right on the key is start. The fuel pump should also run in the left glow position. You might have a safety switch problem or a pto problem.
