I tested the generator by putting power to the armature it spun fine then going to the field with power and it stopped spinning seems fine? Next I checked all connections and the ground coming off voltage regulator seemed poor so I cleaned all those connections . I then tested power at battery with full rpm and I'm only getting 12.6 volts dc . I'm thinking I might have a poor voltage regulator?
 
There's some good info in this: IH Electrical Manual on starter generators and regulators. It might be helpful to have a look while troubleshooting. It covers basic systems like on the Cub Cadets and on full size IH tractors.
