Charles:  I'd say you're right.  I've been looking at the 12hp AQS here and that spring just isn't on it, so it has to have something to do with the foot pedal throttle.  The typical push-pull throttle will hold itself in one position, but the foot pedal must need a spring on it to pull it back to the idle position.
