Well, it's been a long long time since I had a QL to check this BUT, I'm thinking the wire harness does come with the wiring and plug for the light switch. I think it's taped up close to the ignition switch plug. And I agree with David there is a male packard style terminal for the hot wire to the lights. I think it's tucked away along the inside of the frame about in line with the starter. IH does a real good job hiding this wire inside the frame making it really hard to see or even feel when the engine is still in place.

Well, pretty certain you will find that main wire in the harness with a packard plug, which I believe is what Charlie and Dave are really saying. Have a good hard look along the frame where the starter is located. It's probably tucked up really tight in that lip of the frame. The other end of the wire will be taped someplace in the harness inside the dash pedestal area.
 
I don't think the 1200 will have a plug for lights built into the harness. I doesn't show up in the wiring diagrams.
That being said I have never owned a 1200.

The diagram does show E lift or lights either. But the harness has the connections for both. (y)
