    The puller bolt looks like it's covering the flywheel boss. The bolt should only touch the crank.

    Hold the switch up? Could be the switch needs replaced. Most switches stay either on or off.

    Did I miss something? Doe's the engine idle fine , then miss just revving it up, or underload with the cub moving? If this happens moving then there's another problem

    CC 102 mower spring loaded idler pulley

    1/2" ratchet or breaker bar to gain slack for belt. The belt looks is loose? Maybe the idler arm isn't going back as far as it needs. Little Kroi Oil or PBBlaster

    cleaning threads on exhaust port.

    A short piece of pipe with a cut from a cut off wheel will also clean threads, the cut need to be angled from top to bottom.

    After adding enough oil to fill the case to lube the rod. you can trying to pry the flywheel a little back and forth to free it up. If it moves keep trying until a full revaluation or more

    Those psi reading indicate that the rings probably are either glazed or stuck. May not have enough suction to pull fuel from a dirty carb is why oil and fuel directly will work. Try doing it several times after cleaning the carb
