    If the solenoid is clicking, it sounds like the wiring to it is fine. 4V at the starter with the solenoid engaged = bad solenoid or cable from starter to solenoid, or bad connections at one of those points. Since it recently worked fine, it is probably the solenoid. If you are able to do so...

    Everything but the indicator harness will be Packard 56 and maybe a couple molex. Not sure what the indicator harness ones are. Lewis, can you post the whole 'wire harness service manual?' That would be interesting to see.

    2182 harness is much more complex than the older models. Still possible to make if you have the skills and tools, but will be quite a bit of work.

    Carb set too lean, timing off, valve lash too tight, dirty cooling fins, lack of shrouds around cooling fins, improper operation (i.e. running under load at partial throttle) or some combination of those.

    1330 is magneto ignition, not battery ignition, so instead, the kill wire needs to be un-grounded in both the 'start' and 'run' positions.

    I don't use the aftermarket ones unless the OEM one is unavailable/stupidly priced (i.e. Kohler Command V-twin carb kit, or most of the Walbro rebuild kits, OEM is $50+, an absolute ripoff for what you get). KH-12-757-01 is like $17 or so...may as well stick with OEM for that price.

    McMaster-Carr has the cone point ones, they are not expensive if you have multiple tractors, and CCSpecialties has them them for $4+ shipping as Charlie stated above. I don't know where you are coming up with $45 for 3 set screws. You must be looking in all the wrong places.

    982 never had power steering from the factory. There was some sort of dealer-installed addon for it that is rare and from what I have read, didn't really improve the steering that much. It wouldn't have come with a Kohler, either...if it does, someone replaced the original Onan.

    Yes, 0.010", 0.020", and 0.030" oversize pistons are available. That one is severely eroded. Engine was likely run lean for a long time.

    He said in a previous post that pulling the choke when it bogs down doesn't help at all, so it is likely not a fuel issue, unless perhaps the gas has gone bad, but usually that causes hard starting. Plug gap is 0.035" for breaker point ignition per the Kohler owner's manual. I'll say it...
