what is the best way to pull off the dash decal off. I've got a 105 I'm probably gonna get new decals for, Also what's the best way to install the new decals?

If it already has an aftermarket or even and OEM sticker on it, a hair drier or heat gun works just fine.
Warm up the backside really well, then topside and it will peel right off.
 
If your dash is separated from the machine, you can also submerge it in dry ice for a time, or spray it with liquid oxygen if you have access to it, which such extreme cold makes the adhesive no longer stick. You could also make a little tray or something around the dash to hold the dry ice pellets in while they work their magic. The trick is getting it super cold.
