I bought a 1450 acouple years ago the guy said the motor was rebuilt but since I have owned it there has been no real idle speed I tried adjusting carb but still can't get it to idle

Yes it has a springCheck that the governor is adjusted and functioning. Is there a spring from the throttle linkage to the governor? I assume the carb on a 1450 is like my 149.
